২৫০০ নিবন্ধনধারীকে নিয়োগের আদেশ এনটিআরসিএ’তে এখন মুদ্রণ করুন বাতিল করুন

 

আড়াই হাজার নিবন্ধনধারীকে এমপিওভুক্ত বেসরকারি শিক্ষাপ্রতিষ্ঠানে নিয়োগের সুপারিশের লিখিত আদেশ প্রকাশ করেছেন হাইকোর্ট। আদেশের অনুলিপি বেসরকারি শিক্ষক নিবন্ধন ও প্রত্যয়ন কর্তৃপক্ষের (এনটিআরসিএ) কাছে পাঠানো হয়েছে।

বৃহস্পতিবার (৩ জুন) বিচারপতি মামনুন রহমান ও বিচারপতি খোন্দকার দিলীরুজ্জামানের স্বাক্ষরের পর ১০ পৃষ্ঠার লিখিত এ আদেশ প্রকাশ করা হয়।

সংবাদমাধ্যমকে বিষয়টি নিশ্চিত করেছেন আইনজীবী অ্যাডভোকেট মোহাম্মদ ছিদ্দিক উল্লাহ মিয়া ও ব্যারিস্টার মহিউদ্দিন মো. হানিফ।

এর আগে গত সোমবার (৩১ মে) এনটিআরসিএ কর্তৃক ১ থেকে ১২তম নিবন্ধনধারীদের মধ্যে রিটকারী ২৫০০ জনকে এমপিওভুক্ত বেসরকারি শিক্ষাপ্রতিষ্ঠানে চার সপ্তাহের মধ্যে নিয়োগের সুপারিশ করতে নির্দেশ দেন হাইকোর্ট। একইসঙ্গে ৫৪ হাজার নিবন্ধনধারীকে নিয়োগের বিজ্ঞপ্তি দিয়ে গণবিজ্ঞপ্তি স্থগিতের আদেশ রি-কল করেন আদালত।

এনটিআরসিএর বিরুদ্ধে আদালত অবমাননার শুনানি নিয়ে বিচারপতি মামনুন রহমান ও বিচারপতি খোন্দকার দিলীরুজ্জামানের হাইকোর্ট বেঞ্চ এই আদেশ দেন।

এরও আগে গত ৭ মার্চ এনটিআরসিএর ১ থেকে ১২তম নিবন্ধনধারীদের এমপিওভুক্ত বেসরকারি শিক্ষাপ্রতিষ্ঠানে নিয়োগের সুপারিশ করতে নির্দেশ দেন হাইকোর্ট। পাশাপাশি নিবন্ধনধারীদের নিয়োগ সংক্রান্ত হাইকোর্টের রায়ও বাস্তবায়ন করতে বলা হয়েছিল। কিন্ত ওই আদেশ বাস্তবায়নের আগেই এনটিআরসিএ ৫৪ হাজার নিবন্ধনধারীকে নিয়োগের বিষয়ে বিজ্ঞপ্তি দিয়ে গণবিজ্ঞপ্তি জারি করে। এরপর এ বিষয়ে এনটিআরসিএর চেয়ারম্যানের বিরুদ্ধে আদালত অবমাননার আবেদন করেন রিটকারীরা। পরে ৫৪ হাজার নিবন্ধনধারীকে নিয়োগের বিষয়ে ওই গণবিজ্ঞপ্তির কার্যক্রমে স্থগিতাদেশ দেন হাইকোর্ট।

জানা গেছে, ২০১৭ সালের ১৪ ডিসেম্বর হাইকোর্ট একটি রায় দেন। ওই রায়ে কয়েক দফা নির্দেশনার মধ্যে একটি ছিল সম্মিলিত মেধা তালিকা অনুযায়ী রিট আবেদনকারী এবং অন্যান্য আবেদনকারীদের নামে সনদ জারি করবে। কিন্ত দুই বছরেও রায় বাস্তবায়ন না করায় রিট আবেদনকারীরা আদালত অবমাননার আবেদন করেন।

The High Court has issued a written order recommending the recruitment of 2,500 registered holders in MPO-registered private educational institutions. A copy of the order has been sent to the Private Teacher Registration and Certification Authority (NTRCA).

The 10-page written order was released on Thursday (June 3rd) after the signatures of Justice Mamnoon Rahman and Justice Khandaker Diliruzzaman.

Earlier on Monday (May 31), the High Court directed the NTRCA to recommend the recruitment of 2,500 of the 1st to 12th registrants in MPO-registered private educational institutions within four weeks. At the same time, the court re-called the order suspending the public notice with the notification of appointment of 54 thousand registrants.

The High Court bench of Justice Mamnoon Rahman and Justice Khandaker Diliruzzaman passed the order on a contempt of court hearing against NTRCA.

Earlier on March 8, the High Court directed the NTRCA to recommend the recruitment of 1st to 12th registrants in MPO-registered private educational institutions. Besides, the decision of the High Court regarding the appointment of registrants was also asked to be implemented. But before the implementation of the order, NTRCA issued a public notice with a notification regarding the recruitment of 54 thousand registrants. The petitioners then filed a contempt of court petition against the NTRCA chairman in this regard. Later, the High Court suspended the recruitment process of 54,000 registrants.

It is learned that on December 14, 2016, the High Court gave a verdict. One of the directives in that judgment was to issue certificates in the name of the writ petitioner and other applicants as per the combined merit list. But the writ petitioners filed a contempt of court petition as the verdict was not implemented in two years.
